Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: positive announcements are delivered from multiple capitals. Immense energy is expended on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a ability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.
Shortly after, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that regional partners are demonstrably unable to replace in the short term.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new approach from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This trend will, certainly, continue.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's south or east.
The problem is that while recognising this factual reality, US leadership does nothing to discourage Russia, through diplomacy or military means, from believing that the status quo will not change more in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its favour.
Existing Situation
Factually, there are no real preconditions for a truce. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their task will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all did their job.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
